秘书工作性质和特点 ”秘书工作的性质、特点和和作用”是个旧题。自秘书学学诞生以来，接连问世的论著著几乎都要论及，相关的单篇篇论文亦屡见不鲜。但时至今今日，旧题缘何新做呢？ 首先，是”性质”同”特点点”两个概念重叠混淆，它们们的关系没有作出科学的阐释释。 再者，”性质、特点点”与”作用”相关的提法，，也有重叠之感。 出现上上述现象的原因何在呢？ 1．用日常概念或直观感性性经验来代替科学的理论概念念。 2．从秘书部门的单单项任务去相应地提出单个的的”性”。这是一种就事论事事的思想方法，缺乏必要的概概括和抽象，其结果，秘书工工作的”性”自然很多了。 3．对性质、特点的联系系和区别及其相互关系缺乏科科学的理解，甚至出现了本末末倒置的现象。这里有两个问问题，其一，是性质决定特点点，还是特点决定性质？其二二，”承办事务”是秘书工作作的基本性质吗？ 4．作作者的主观随意性，移植管理理科学的有关概念，缺乏必要要的正确的阐释。 1．．考察秘书工作的性质、特点点和作用要以行政组织法为指指导。 2．从国家行政机机关的系统性宏观地考察秘书书工作的性质、特点和作用。。 3．要把日常观念或直直观经验概念提炼上升为科学学的理论概念。 秘书工作的的性质、特点和作用属于秘书书学的基本概念，而基本概念念正是奠定概念体系的理论基基础。 本质和特点是既有有联系又有区别的两个概念：：本质概括了事物特点的主要要方面，而特点是事物某一方方面的本质表现。是本质决定定特点而不是特点决定本质，，对于秘书工作的特点，我以以为提以下四个就可以了： 1．政策性。 2．综综合性。 3．服务性。 4．机要性。 industrialization, industrial characteristics, contribute to ecological environmental protection.
