摘 要 随着信息产业和信息化建设的深入发展，各行业各领域对软件的需求越来越强烈，加快软件园区发展十分迫切。大连软件园虽发展速度很快，已在园区内形成了一定的产业集群，但在新的宏观经济环境下也暴露了诸多问题，如资金支持匮乏、政府政策落实力度不够、企业规模经济效应难以显现等。 产业集群作为产业组织的新发展和地区经济的新现象，它的出现和发展提升了区域产业竞争力，加速了地区经济的发展。软件园区如何依托产业集群这种高级产业形态，是一个崭新的、亟待解决的问题。本文首先分别阐述产业集群和软件园区的概念、理论基础；然后分析产业集群和软件园区的关系，并着重阐述以波特竞争优势理论为基础的产业集群因素：1、生产要素2、需求条件3、相关及支持性产业4、企业战略结构及竞争对手5、机遇6、政府；以钻石模型为基础构建产业集群发展水平指标体系，对大连软件园的产业集群发展水平进行考核评价；简要介绍大连软件园的发展现状后，对大连软件园的产业集群因素进行重点分析；概括国内外两个较为成功的软件园区——班加罗尔软件园与北京中关村软件园；然后将大连软件园分别与印度班加罗尔软件园和北京中关村软件园进行产业集群因素的比较，并在大连软件园和北京中关村软件园的比较中增加一些细化的指标，如从业人员的学历构成，人均研发费用等等来细化研究；从比较分析中得出大连软件园产业集群过程中存在的问题。最后有针对问题逐一提出参考性解决策略建议。 作为国内发展较早的软件园之一——大连软件园的发展情况，可以为其他软件园的发展提供借鉴指导，对我国国家软件基地的发展具有先导作用，为提高我国软件产业的竞争力提供样本。 关键词：产业集群；软件园；因素；策略 ABSTRACT Along with the thorough development of the information industry and informationization construction, various professions various domains are getting more and more intense to the demand of software, it is very urgent to speed up the development of the software industry. Though Dalian Software Park has been developing very fast, already formed certain industry cluster as well as many problems comes out, such as shortage of financial support, the poor implement of government policies and the negative effect of scale economy. The appearance of industrial clusters as a new phenomenon in industrial organizations and regions economies has greatly sharpened the competitive edge and boosted the development of industries and regions concerned. How to leverage the more advanced industrial mode of industrial cluster has become a brand-new and imminent issue. This paper firstly expound the concept and theoretical foundation and development situation of the industrial clusters and software park，then analyze the relationship of industrial clusters and software park; Also emphasize the factors industrial cluster on the basis of Potter competitive advantage theory: 1. Factors of Production；2.Requirements；3.Relative and supportive industry；4.Strategic structure of enterprises
