HACCP在动物养殖过程中应用模式的探讨 冯建东 (珠海出入境检验检疫局 广东 珠海 519015) 摘要：为了探索动物养殖过程中HACCP体系建立的可行性。按照CAC文件《HACCP的原理及其应用准则》推荐的原理和程序。参照根据国内外现有的法律法规，制定出动物养殖HACCP模式，以供生产上参考。对动物养殖过程进行了危害分析，确定了饲料、兽药的购买与使用、引种、待栏（售）/挤奶、产蜜、产蛋，运输等关键控制点(CCP),并制定出相应的关键限值（CL）。若该动物养殖HACCP体系运行有效，应可以养殖出符合相关规定的安全卫生的动物性原料。同时对动物养殖HACCP与动物养殖GMP及SSOP的概念及之间的关系进行了初步的探讨。 关键词：HACCP 动物养殖过程 应用模式 Study on the model of HACCP application in the animal raising Process Feng Jiandong （Zhuhai Entry-Exit Inspection and Quarantine Bureau of P.R.C. , Guangdong Zhuhai 519015, China ） Abstract: To help the animal raising process to establish a HACCP system ,our research work focused on the feasibility of the HACCP system in such pen .In terms of the principles and procedures of HACCP system and guideline for its application recommended by CAC and in reference to the regulations and standards home and abroad , we set up a model of HACCP system in animal raising process .The model is used for reference in this field . The hazards in the animal raising process have been analysed and we made certain that the Critical Control Point (CCP) were found out as the purchase and the use of forage and animal drugs, bringing in the excellent stud, waiting for sale/milking /produce honey/produce egg, transportation etc，and the relevant Critical Limit（CL）were also set up. If the HACCP system is effectively regulated and monitor, the animal derived raw must be safe and sanitary. Research is also done on HACCP, GMP application in the process of cultivating animal, the concept of SSOP, and the relativity between them. Key word: HACCP (Hazard Analysis and Critical Control Point);Animal raising process; Application Model 前言 危害分析与关键控制点（HACCP）管理体系作为食品安全卫生质量控制最有效的方法之一，已被FAO/WHO 食品法典委员会（CAC）认可作为保证食品安全的准则，在世界范围内推广应用。1995年以来，美国、欧盟、加拿大、澳大利亚、韩国、等国家先后认可采用该管理体系，一些国家还将采取进一步的立法措施对所有的进口食品企业提出此要求。我国从90年代开始对这一体系进行研究、应用，卫生部采用试点研究的方法，对酸奶、火腿、街头食品等进行质量控制。另外，AQSIQ在我国出口食品加工企业推广应用HACCP管理和培训的工作，通过HACCP的应用，把出口食品安全卫生控制工作逐步引向深入，以全面提高
