摘 要 安全生产事关人民群众生命财产安全、国民经济持续快速健康发展和社会稳定大局。近年来，我国工业企业迅猛发展，在为国民经济增长和社会发展做出巨大贡献的同时，企业重特大安全生产事故时有发生，严重威胁到企业及周边社区人民群众的生产财产安全。如何对工业企业进行合理规划，预防和控制潜在的重特大事故，确保工业企业的生产安全和社会稳定，实现工业企业安全生产管理长效机制，已成为我国各级政府、工业企业管理者等社会各界日益关注和必须解决的核心问题。 本文以铅冶炼在安全生产管理和应急体系建设情况为例进行了举例说明，分析了它在区域安全规划、应急体制、应急机制、应急法制、应急预案、应急培训与演练等环节存在的很多问题，查找导致应急救援工作各环节存在问题的根本原因，对我国工业企业应急体系建设的下一步工作进行了展望。 关键词： 安全生产管理 事故 应急对策 铅冶炼 Abstract Safety is related to peoples lives and property, economic development and social stability. In recent years, the rapid development of industrial enterprise makes a huge contribution to the economic growth and social development，but serious safety accidents occur from time to time，which had seriously threatened enterprise and the surrounding communities. So, how to carry out industrial enterprise rational planning, to prevention and control potential major accidents in order to ensure the industrial enterprise’ s security and social stability, to establish long-term safety management mechanism for the park, has become the core issue of the governments at each level，industry enterprise managers and other social leaders. This text takes examples of lead smelting in a safety management and construction of emergency system，analyzes problems in regional security planning, emergency response system and emergency mechanism, emergency rule of law, contingency plans, emergency response training and exercises. It finds the final reason which leads to the emergency relief work in all sectors in the industry enterprise, and makes some suggestions on the future improvement on the construction of industrial enterprise emergency response system.
