Abstract WTO accession , China’s agricultural trade was growing trend, but there are still a number of factors seriously hampered the sustainable development of agricultural trade.Guangdong province is Chinas agricultural exports, with the increasingly demanding international market access, its agricultural exports have also been severely affected, suffering huge losses. This article attempts to green barrier theory, to study the causes of green barriers on the province and the impact of agricultural export trade. Combined with the actual situation in our province, made the correct and effective strategic responses across the green barriers. In this paper, the theoretical basis of green barriers on the provinces Green Barriers overview and green barriers causes, types and trends. And actual export of agricultural products of Guangdong province by empirical research analyzes the province of green agricultural exports face barriers because of the negative impact. Highlighted the provinces agricultural measures to deal with the green barrier. Key Words：Green Barrier, Guangdong Agricultural Products , Impact, Countermeasures 1.绿色壁垒概述 1.1广东省农产品出口遭遇日本绿色壁垒概况 日本实施“肯定列表制度”后，对农产品各类检测项目平均增加5倍以上，每种食品、农产品涉及的残留限量标准平均为200项，有的甚至超过400项。如植物产品中的大米由129项增加到579项，茶叶由89项增加到276项，蜂蜜的检测项目更是达到了799项。由此，肯定列表的实施我国内产品的出口造成了巨大的阻碍作用。一方面，直接限制了我省对日蔬菜出口的数量，另一方面，造成了出口成本的增加，利润下降。而成本的增加又会间接影响出口的数量。由于技术标准、检验检疫严格，会直接增加贸易成本，并且迫使出口商提高出口商品的质量，而这又会增加生产成本。 表1 时间 主要事由 影响 2001年1～7月 日本加强检验检疫 保鲜蔬菜和暂时保藏蔬菜出口分别下降了20%和29% 2002年1月 日本开展中国蔬菜检查强化月 西兰花出口遭遇重创 2002年4月 农药残留超标（毒死蜱） 停止进口冷冻菠菜 2002年9月 我输日蔬菜被限定用药范围 冷冻茼蒿等蔬菜出口受阻 2005年 对我国30种食品实施强制性批批检查 甘蓝、韭菜、菠菜、芹菜等蔬菜及 制品出口受阻 2006年12月 农药残留超标 新鲜未熟豌豆角、新鲜蒜茎、鲜姜被扣留 2007年11月 对残留农药的监控检查频度提高到30% 菠菜及加工品受阻 资料来源：根据商务部网站资料整理而得。 从上表我们可以看出：由于日本近年来不断地加强对我省农产品出口的限制条件，导致我省农产品受影响的范围和受害程度越来越广。 据海关统计，《肯定列表制度》实施前的2006年1-5月，广东农产品对日本出口2亿美元，比上年同期大幅增长21.4%。但在该制度实施之后，出口由升转降，当年6-12月出口额比上年同期下降3.6%。去年，该制度的杀伤力完全释放，广东全年累计对日本出口农产品3.6亿美元，降幅已扩大至12.8%。 海关分析人士指出，在新的严厉标准下，2007年广东有十多种输日
