基层职业卫生监管方法实践与探讨 吴传安 杨伟康 薛志强 【摘要】 目的 通过日常的监管实践活动，探讨提高基层职业卫生工作效能的监管方法。方法 根据《职业病防治法》的有关规定和运用风险与质量管理相关理论，建立和推行职业卫生1-2-0分类管理、责任制管理和职业卫生信息公示制度。结果 根据用人单位职业病危害综合风险大小，将监管单位分为1类监管企业（即职业病危害严重企业）、2类监管企业（即职业病危害一般企业）和0类监管企业（即职业病危害轻微或无毒害企业）；然后对1类企业进行强化监督、对2类企业常规监管、对0类企业简化监管，借此提高监管工作效率和质量，解决监管人力不足的问题。推行职业卫生信息公示和责任制管理，可强化企业责任意识和提高劳动者职业病危害防护意识。结论 推行职业卫生1-2- 【关键词】 职业卫生；分类管理；信息公示；责任管理 The practice and study of primary occupational health supervision method WU Chuan-an YANG Wei-kang XUE Zhi-qiang 【Abstract】 Objective Detected ways of improving the efficience on primary occupational health supervision through daily monitoring practices. Methods According to the relative requirements of《Occupational Disease Prevention Low》and using the ralative theory of Risk and Quality Management, built up and praticed the management of occupational health 1-2-0 classification、management responsibility as well as occupational health information publicity system. Results According to the integrated risk of occupational hazards on employers, devided monitoring units into type 1 regulated business (that were severe occupational hazards ernterprises)、type 2 regulated business (that were common occupational hazards ernterprises) and type 0 regulated business (that were slight or no occupational hazards ernterprises);Then strengthened supervision on type 1 regulated business、carried out routine supervision on type 2 regulated business and simplified supervision on type 0 regulated business, aiming to improve the efficiency and quality of supervision and solve the problem of manpower shortage. Through carrying out occupational health information publicity system and management responsibility, it appeared that corporate responsibility will be strengthened and protection awareness of occupational hazards will be improved.
