The proportion of the aged population (aged 65 or above) over the total population surged from 4.9 percent in 1982 to 5.6 percent in 1990, and further to 7.0 percent in 2000 and 7.9 percent in 2007, indicating that China has to face all the social and drastic economic issues of elderly care that are found in developed countries. Besides, the size of family in China became smaller and smaller. In 2007, the average household size was 3.1 persons, down from 4.4 persons in 1982, 4.0 persons in 1990 and 3.5 persons in 2000. Smaller family size means there are fewer potential caregivers (Huang, 2003, pp. 86-7). Due to the above demographic changes together with the economic transition, since the middle of 1980s, the Chinese government has carried out a series of reforms in its social security system with the goal of establishing a standardized social security system independent of enterprises and institutions, funded from various channels, and with socialized management and services.
