Performance appraisal is very important in human resources development and management category, is widely used in the management means, it constitutes the human resources development and management of an operating system five system part.Other aspects of the performance appraisal of human resource management, provides the basic information of the exact, performance evaluation results can provide reference for the production, supply,sales, finance and other departments of the decision. No measurement,no scientific and effective human resources management. But such problems also appeared in the implementation, affects the performance effect. How to eliminate the negative factors in performance assessment, To actively mobilize and motivate staff, is the main problem ofperformance appraisal.
