中文摘要 在国际贸易中，关税壁垒曾经是贸易保护的重要手段，美国、德国、日本等主要发达国家在发展的过程中都曾依靠关税壁垒保护本国产业的发展。但是，随着全球生态环境问题的日益严重，环境与贸易的冲突也越来越激烈，从而使贸易保护主义从传统的关税壁垒逐渐转向非关税壁垒，而绿色壁垒作为一种新型的非关税壁垒就应运而生了，并成为发达国家以保护环境为名限制发展中国家进出口贸易的一种工具。 Abstract With the development of international trade ,tariff barriers had ever been the most important to protect local economy.Many developed countries had to rely on tariff barriers to protect domestic industry in the process of development,such as America,Germany and Japan. However ,with global environment problems being serious ,the conflict between environment and trade is more and more intense.The various green barriers is becoming one of the important factors influencing international trade development in 21st century,gradually replaces the general non-tariff barriers,tariffs barriers and other barriers and becomes the major means and senior forms of trade protectionism in developed countries. Guangdong is one of province which produce and export agriculture products most.In recent years ,with the developing of trade protectionism,the problem how to deal with increasingly harsh “green barriers”from other countries and how to use the ‘green barriers”positivelt to Guangdong,has become a cruel challenge facing Guangdong’s industrial structure optimization and upgrading. To create the condictions for the realization of their own econnmic interests is eternal theme for all countries in international trade.Face with green barriers,the Chinese government and enterprise can only take a positive response,rather than negative confrontation.
