摘 要 为了贯彻落实《国务院关于深化改革严格土地管理的决定》，《国务院关于开展第二次全国土地调查的通知》，《河南省人民政府办公厅关于集中开展土地调查工作的通知》以及《河南省人民政府关于开展全省第二次土地调查的通知》精神，按照全省国土资源电子政务建设工作会议和《河南省国土资源厅关于全面开展城镇地籍更新调查的通知》的要求，加快遂平县城镇地籍更新调查工作步伐，遂平县国土资源局计划对遂平县城总面积约24平方公里范围进行数字地籍调查。 城镇地籍更新调查工作严格遵照国家及省市相关技术标准，以县（市、区）为基本调查单位，全面进行权属调查（核查）；开展土地利用情况调查；测定界址点、测绘地籍图；进行城镇土地利用现状与潜力分析评价；建立城镇地籍调查数据库，实现地籍基础数据的信息化管理。 关键词：地籍测量 调查 测绘技术 控制测量 Abstract In order to implement 《the State Council on Deepening the Reform of the decision to strictly manage the land》，《the State Council on the second national land survey of the notice》, 《the General Office of Henan Province Peoples Government carried out investigation to inform the land》 and 《the people of Henan Province Government on the provinces land to investigate the second notice 》the spirit of Land and Resources in accordance with the whole e-government construction work conference and the《Land and Resources of Henan Cadastral Office to carry out a comprehensive update on the investigation notice 》requirement, speed up urban Suiping county cadastral survey to update the pace of Land and Resources Bureau Suipingxian plan Suiping county a total city about 24 square kilometer area of digital cadastral survey.
