Gauvin (Chairman), Renders (Co-chairman), Onoda (Co-chairman), Oshita (Technical Secretary) Government: Australia, Germany, Russian Federation, Netherlands, South Africa Japan Industry, Organization: ETRTO, CLEPA, OICA Total: 28 participants Agenda 1.Adoption of the agenda (IWVTA-06-03) The provisional agenda was adopted. Agenda 2.Adoption of the report for the 5th Informal Group meeting (IWVTA-06-02) The report was adopted without any comments. Agenda 3.An inventory on issues eligible for amendments of 1958 Agreements and draft proposals for such amendments Revision of Article 3 of the 58 Agreement (IWVTA-06-07) OICA and CLEPA submitted the proposal for amendments of Article 3 of the 58 Agreement. They requested to clearly spell out in the 58 Agreement that ECE type approvals granted to components and vehicle systems shall be mutually recognized without any further testing or administrative procedures. EC stated that the above-mentioned mutual recognition provision should cover not only components and vehicle systems but also whole vehicles and indicated the necessity to refer to Article 12. OICA agreed to amend the phrase in accordance with EC’s suggestion. Russia asked the meaning of “without any further testing or administrative procedures”. CLEPA responded it meant “without any further testing or approval procedures based on its own national technical regulations”. Russia pointed out the necessity to define “administrative procedures”. OICA proposed that manufacturers should not be required to submit any other documents or data than those stipulated by ECE regulations. Japan asked whether translation of approval certificates falls on “administrative procedures” or not. Japan requested to limit the range of “administrative procedures” to be avoided.
