The Research about the Strategy of AFS Convention fankai Changxing Island Department of Dalian Maritime Administration Abstract: The author introduces the harmful Anti-Fouling Systems on Ships and the content of INTERNATIONAL CONVENTION ON THE CONTROL OF HARMFUL ANTI-FOULING SYSTEMS ON SHIPS in short, and analyses the impact on the government, industry and ocean environment after the convention entering into force. Then according to the behavior of developed countries who have been ratified the convention, the article advances some strategy and suggestion about it. Key words: TBT; AFS; Strategy; Suggestion Introduction Anti-fouling paint is a kind of paint attaching to the ship’s shell which can keep the fouling organisms away. There are two harmful aspects of the fouling: firstly, it can produce additional resistance which will decrease the speed and increase the cost. It will Lead to ship fuel consumption increased by 40 ~ 50% if there is no disposal for 6 months. Secondly, the marine life will travel on the shell from one port to another. The latest survey carried out by New Zealand shows that about 148 organisms have invaded New Zealand waters with seventy percent of those likely arriving by hull fouling. The anti-fouling paint with TBT had made good effort and been used in worldwide. But at the same time of killing the fouling organisms, TBT also harms the other livings, such as imposex and disturbing endocrine which lead to degeneration of population. The oyster culture had been sharp decreased due to the pollution of TBT. The sexual change of oyster of some port in Taiwan and Japan has reached 100%. “TBT-based anti-foulants at ship grounding sites may present on ongoing impediment to coral reef recovery”, said by Victorian Environmental Protection Authority, Australia.
