摘 要 发展小城镇是绵阳加快城镇化道路的重要途径，通过城市化的发展可以实现区域协调发展、城乡一体化的关键。小城镇的优越性是众所周知的。它有利于在一定经济区域内合理均衡地配置生产力，有利于带动农村经济的发展，能够使城市生活方式的优越性同小城镇生活环境的优越性完美地结合起来。近郊小城镇由于其独特的地理位置条件和较完善的工农业基础，成为城市与郊区有机的结合点。在这个结合点上，大城市的经济优势得到了进一步的拓展，小城镇的资源、人力和环境优势成为城市发展的良好基础。所以说在城市发展的过程中，近郊小城镇的发展将起到非常重要的作用。本文结合笔者自已的工作经验，对现阶段绵阳市中心小城镇在城市规划方面的特殊性及存在问题进行了分析，探讨了产业布局及工业用地规划建设、住宅区建设对中心小城镇建设的影响，研究了小城镇资源优势和特色营造、公共服务设施建设等方面的问题并对其发展趋势进行了预测，对今后绵阳市小城镇规划建设及相关政策的调整提出了建议。为增强绵阳市小城镇的发展后劲、促进本市小城镇经济和社会的可持续发展、制订绵阳市小城镇规划标准和领导者的科学决策等，提供了基础数据和技术支持。 关键词：绵阳市；小城镇规划；城镇化 Abstract The development of small towns is an important feature of Mianyangs urbanization road, is the key to realize the coordinated development of regional, urban and rural integration.
