Firstly, the paper describes major changes of rural labor transfer at present, for example, the problem of children left at home pay the price of migration to relax and elderly have become prominent, household“bottleneck”relief and land“bottleneck”highlight, employment problems relief and the treatment of mitigation and wages highlight,“migratory birds”in remission and “dwelling”issue highlight, etc. Secondly, it analyze the main reasons of new changes, including the incomplete land property rights system; exclusion of the urban housing system and discriminatory urban employment policy.
