PAGE  PAGE 11 首都机场安全环建设与管理分析 　　摘要： 安全保障工作是首都机场正常运行的前提，是民航事业永恒的主题，也是国家安全工作的重点。本文以首都机场安全保障工作为研究背景，首先介绍了国内外安全工作发展现状，提出主要理论思想和存在的问题，以及安全闭环管理的思路。之后，在探讨构建首都机场安全防御系统的基础上，形成多层次的安全闭环管理，并通过分析影响安全闭环质量的因素及机场安全运行中客观存在的限制条件，确定变量和约束条件函数，建立最优化线性规划模型，以模拟实现机场安全运行保障资源的最优化配置。同时，由于机场运行中的动态不确定性，引入模糊逻辑控制理论，根据机场安全工作各影响因素的变化，建立模糊控制规则，实时调整优化资源配置，以满足机场安全工作中实时性要求。 　　Abstract： The security work is the premise of the normal operation of the capital airport， is the eternal theme of the civil aviation industry， and also the focus of national security work. This paper takes the capital airport security work as the research background to introduce the development of domestic and international security work， and put forward the main theoretical ideas and problems， as well as the ideas of safety of closed-loop management. Then， based on the discussion of the security defense system of the capital airport， the multi-level security closed-loop management is formed. Through analyzing the influencing factors of the quality and safety of closed-loop management and the existence limiting conditions of the airport security operation， the variables and constraint function are determined and the optimization model of linear programming is established to imitate the optimal allocation of the security resources for realizing the airport security operation. At the same time， due to the dynamic uncertainty in the airport operation， the fuzzy logic control theory is introduced.
