产业观察 INDUSTRIAL SURVEY 我国地方新能源产业激励政策创新体系研究 谭琪 1 及月如 2 （1. 南开大学 周恩来政府管理学院，天津 300000 ； 2. 华北电力大学 政教部，河北 保定 071000 ） 摘要：新能源产业的发展需要政府政策的引导和激励，而政府的政策激励也被相关国家实践证实将有效促进新能源产业 的发展。系统地归纳相关国家在新能源产业的激励政策概况，总结相关经验，对地方政府激励政策的制定具有实践指导 意义。基于对地方新能源产业发展情况的调研，具体以河北B市光伏产业为样本，分析新能源产业发展所面临的瓶颈问 题。通过对地方新能源产业现行激励政策的研究，提出现行地方激励政策体系中存在结构性、内容性、配套性以及沟通 性四个问题。结合新能源产业发展良好国家的经验，针对地方新能源产业发展及其政府激励政策中的问题，构建了包括 宏观政策、中观政策和微观政策的新能源激励政策体系框架，并分别针对框架中的三个层面提出具体建议。 关键词：新能源产业；激励政策；创新体系 文献引用：谭琪，及月如. 我国地方新能源产业激励政策创新体系研究[J]. 生态经济，2011 （11）：108～111，114. 中图分类号：F206 ；F426 文献标识码：A Research on Innovation System of New Energy Industry Incentives Policy 1 2 TAN Qi , JI Yueru (1.
