Paper is divided into four parts: government, analysis of the relationship between the functions of the government, the government expenditure and the economic growth; the relationship between government expenditure and expenditure structure and economic growth; transfer payment between the economic growth and the relationship; between spending by the central government and local governments expenditure proportion and economic growth relationship. Two main methods are used in the paper, one is through econometric method to the analysis of the relationship between government expenditure and economic growth in China; a is the endogenous economic growth model based on, by solving the social development of optimal path construct process for Chinas future economic development in between government expenditure and economic growth the optimal relationship. Because of the relationship between government expenditure and the individual consumption essence is unity of contradiction between collective rationality and individual rationality, so in the paper on the individual absolute survival advantage, relative survival adva
