The year-on-ye訂changes of salary rates for all industry sectors were around 10% during 1991 to 1995. In 1996 and 1997， the year-on-year changes of salary rates were around 8%. From 1998 onwards， the year-on-year increases of salary rates were on a downward trend. In 1999， even a year-on-year decrease of . % was recorded.
