1.Introduction
On28April2011,theJapanese NationalDiet(Parliament)passedagovernment・spon-
soredbillforenactingthebasesofinternationaljurisdictionoftheJapanesecourts.The
newAct“（.ActforthePartialAmendmentoftheCodeofCivilProcedureandtheCivil
InterimRdiefAct”－hereinafterr品rredtoおもEAct)isscheduledto閉館rintoforce
on1April2012.Itcontainsprovisionson出EinternationaljurisdictionoftheJapanese
courtsincivilandcommercialmatters,(I)whichwillbeincorporatedintotheexisting
CodeofCivilProcedureandCivilInterimReliefAct.Therulesofinternationaljurisdic-
tion,whichhavehithertobeeninferredfromjudicialprecedents,willforthefirsttimebe
