一、知识整合

(1) whether: 引导主语从句、宾语从句、表语从句、同语从句;与or, or not, to do连用;
(2) if: 只引导及物动词后面的宾语从句(discuss除外)。 4. that与what的区别:
(1) that: 无意义;在从句中不作成分;不可省略(只有引导及物动词的第一个宾语从
句时可以省略);
(2) what: 有意义;在从句中作主语、宾语、表语、定语、宾语补足语;不可省略。 5. that引导的同位语从句与定语从句的区别:

Nowadays the cost of a new car has fallen in real terms so that it is cheaper than ever to own one, and better road conditions have also attracted more drivers. The result is overcrowding on the road system, which is one of the problems the local governments are faced with.
When people travel to other towns, the problem might be relieved by getting them to park outside the town. Buses can be provided to take them to the center.
