摘 要 摘 要 近年来，随着国际能源短缺问题的逐步加剧，能源安全已经成为一个国家安全战略 的重要内容。中国作为世界上经济发展最快的能源消费大国，能源供需紧张的矛盾更是 日益突出。俄罗斯作为世界上的能源生产和出口大国，其国内丰富的能源资源储备为其 恢复国际地位、拉动国民经济发挥了重要作用。中俄能源经贸合作由来已久，一直是中 俄经贸合作的核心内容然而，中俄能源经贸合作并非如设想地那样一帆风顺，有些能源 合作项目甚至是屡经波折。 本文以中俄能源经贸合作中的制约因素为研究主题，先对中俄两国能源经贸合作的 背景和研究意义做了介绍，分析并对比了中国与俄罗斯能源供需现状，提出了中俄两国 的能源经贸合作具有很强的互补性和可行性，随后对两国能源合作涵盖的领域和模式进 行了的概括和综合，分析了中俄能源经贸合作中特有的几种合作模式，着重探讨了两国 能源经贸合作的重要影响，并从中国、俄罗斯、及外部环境等多方角度出发，论述了合 作过程中所面临的诸多现实或潜在的制约因素。最后，文章在分析中俄两国能源经贸合 作重要意义的基础上，有针对性地提出了若干对策，希望能为中俄能源经贸合作提供一 些有意义的参考。 关键词 能源经贸合作 制约因素 对策 I Abstract Abstract Recent few years, with gradually increasing of the international energy shortage , energy security had become an important part of national security strategy . China is one of the biggest energy consumers in the world. Russia is the worlds energy production and export country. Energy cooperation between China and Russia has a long history. The two countries ’ complementary energy cooperation is stronger, and mutual friendly nations neighbors in the international political communication. In the long run, it is urgent to continue to push the two countries ’ cooperation in energy, according with double countries ’core strategic interests, which can bring a win-win for both the favorable situation. However, the energy cooperation between Russia and China is not such as to that idea of roses, some energy cooperation projects are even repeated some times.
