高科技企业机密信息安全控管制度之研究 李东峰 国立彰化师范大学会计学系 摘要 研发与创新，是高科技企业竞争的关键成功要素。但是，近年来发生的机密信息外泄案件却显示，如何建构有效的机密信息安全控管制度，已成为高科技企业新兴的管理挑战。本研究以台湾科学园区高科技厂商研发主管所进行的调查研究结果发现：(1)高科技企业的机密信息安全控管制度构念，包含了研发流程管理、文件控管，以及竞争情报等三个构面，构面间均具显著正向相关，显示企业会进行机密信息安全控管活动的整体规划。(2)产业竞争激烈程度与机密信息安全控管活动，并未发现显著关系；但是，产业环境改变越难预测，则企业会越重视机密信息的安全控管。(3)企业高阶主管对于采取法律手段来捍卫信息机密性的态度越积极，则企业会倾向较重视机密信息的安全控管。本研究之研究模式及测量模式，不仅可供后续研究的参考，更可为高科技产业管理者，如何建构完整机密信息安全控管制度，提供具体的建言。 关键词：信息安全、信息机密性、控管制度、高科技产业 A Study of Confidential Information Security Management Systems for High-technology Firms ABSTRACT Organizational activities of innovation, research and development are critical successful factors for high-technology industry competition. However, the cases of confidential information leaking in high-technology industries indicate information confidentiality protection is an emerging challenge for high-technology company management. The exploratory factor analysis determined the measurement model of the information confidentiality control construct is composed of security control mechanisms with document control, RD process management, and intelligent information analysis program, with data collected from senior RD managers in the companies operated in the scientific based industry park Taiwan. All the inter-relationships among the dimensions are significantly positive. Empirical testing of research model found there is no significant relationship among industry competition and information confidentially control mechanisms, but all the dimensions of information confidentiality security control mechanisms are significantly associated with industrial unpredictability. Furthermore, proactive R D investment and confidential information control mechanisms are significantly positive correlated, as well as the senior managers’ attitude to response information security threats with legal actions. The measurement model and research model are both contributive for researchers and managers. Keyword: information Security, Information Confident
