摘 要 油库作为储存燃油的基地，它肩负着接卸、储运、输转、发货的重任。由于 燃油具有易燃、易爆、易挥发和流动性等特点，因此对油库的安全设施、安全技 术和安全管理提出很高的要求。对油库项目进行科学的安全评价是油库运营安全 的重要保证，对及时发现和消除油库运行工作中的不安全因素，杜绝各类事故的 发生，具有非常重要的意义。 本文在研究油库项目安全评价基本方法和理论的基础上，结合实际工程安全 评价问题进行探讨和研究。结合燃油储运的特点和储罐区安全的技术要点，确定 重点部位的安全技术方案，同时结合燃油储运典型危险工艺过程，通过分析和比 较，提出不同的评价方法在油库项目各个环节安全评价中的应用优缺点。最后， 以某油库工程的安全评价为例，从工程特征和安全技术特点出发，对油库工程危 险因素进行辨识和分析，找出重大危险源。通过定性和定量分析对油库工程的固 有风险程度进行分析，并结合指数评价方法和危险度分级法，分别计算该油库项 目的火灾爆炸危险指数。最终得出工程的主要安全措施及建议，保证项目各项安 全指标的实现。 关键词： 油库项目 安全评价 风险分析 设施安全 ABSTRACT The oil depot as a base for storage of fuel, which shoulders the loading , unloading, transportation, storage, transmission and rotor. It has been the important part of delivery. Because the fuel has the characteristics of flammable, explosive, volatile, the safety management of the oil depot should be more stringent. The safety evaluation of the oil depot is the guarantee of security of oil depots running. It has very important significance, because it can find and eliminate insecurity. Firstly, based on the domestic and foreign literatures, the thesis reviewed the development of the internal and external safety assessment. Secondly, the thesis gave the points for attention by analyzing the common hazardous substances and typical processes of the oil depot projects. The paper compared the commonly used methods of safety evaluation, and pointed out the shortcomings of these methods in practical applications. Thirdly, by using the theories and methods proposed in the paper, an oil depot project safety assessment case was studied to analyze risk factors and danger sources.
