上饶地面气象观测环境现状与保护措施的研究 Study Environment in Shangrao surface weather observing and protection measures 彭维明 张淑华 上饶市气象局 邱雯婷 婺源县气象局 计展锋 上饶县气象局 摘要 近十几年来，上饶地区城市化造成建筑面积猛增和城市建设用地大幅增加，导致地面气象探测环境屡屡遭受破坏，严重影响了地面气象探测资料的准确性、代表性以及比较性；普通大众对气象探测环境保护要求的法律依据及其重要意义的忽视，甚至本部门的工作人员不外如是。一线业务人员不论是能力上还是素质上都相对跟不上，变相影响探测环境。从上饶地区的地面气象探测环境面临的严峻形势看：地面气象探测环境的破坏主要是建筑物和植物超过气象法规定高度以及工厂的电气化设施和公路水体等影响造成，这些影响有来自气象部门的，但大多数是气象部门以外的。而破坏的原因主要是上饶地区社会经济发展迅猛以及当地政府土地开发使房产建设发展超前以及气象局办公场所等建设标准使新站选址困难或者频繁被迁站。上饶地面气象观测环境要有针对的做好保护，首要气象部门能做到以人为本，建立长效实用的奖惩机制；其次气象局本身要能做好表率，自身所有的行为都要严格按照气象法律法规来执行，正所谓正己方能正人；再者气象部门要确立气象探测环境保护标准的科学性、严谨性，建立对地面气象环境保护机制，依法保护气象并应用行政干预；最后对被迫搬迁台站，要将探测环境放在首位。 关键词：地面气象 探测环境 破坏 保护 Abstract In recent years,?the city of Shangrao region soared and caused a substantial increase in construction area of urban construction land, leading to ground meteorological environment often suffer damage, seriously affecting the accuracy, representativeness and comparability of ground meteorological data; and the general public the legal basis for environmental protection requirements of meteorological observation and significance of neglect, and even the staff of the departments nothing special。A line of business are relatively cant keep up with both ability and quality, disguised affect detection environment. From shangrao region of the severe situation faced by the ground meteorological observation environment look: the ground meteorological observation environment destruction mainly is more than buildings and plants meteorology act provisions such as height and the electrification of plant facilities, and highway water effects, these effects from meteorological department, but most is outside of the meteorological department. And the cause of the damage is mainly shangrao region social economy developing rapidly, and the local government land development for housing construction development and meteorological bureau office building standards in advance to make new stations station location difficult or be moved
