提升城镇化的政策优化：地租优惠还是公共品供给？ 1 1 2 邹小勤 ，郝怡非 ，周静 (1. 四川外国语大学国际商学院，重庆 400031 ； 2.湘潭大学商学院，湖南 411105) 摘要: 城镇化是一个不可逆转的世界潮流。为了以产业发展促进城镇化，许多地方政府采取土 地优惠或完善城市基础设施的方式来吸引企业入驻。本文假设地方政府以城镇化为目标，在一 个标准的实物期权模型中嵌入地租优惠和公共产品支出来分析两种政策的优化组合。研究发现， 当把城市的集聚效应这一基本功能考虑进去时，要吸引的入驻企业越多，企业所需要负担的地 租率越低，而同时地方政府将会获得更多的城市公共产品与公共所需的资金。本文的研究结论 为政府的城镇化政策给出了一些启示。 关键词：城镇化；地租；公共产品；实物期权 The Optimizing of the Combination of Policies for Urbanization: Preferential Land Rent or Expenditure in Public Goods? Abstract Urbanization is an irrevocable worldwide trend. In order to facilitate urbanization through industry development, many local governments attract the companies by means of preferential land rental rate or improvement in urban infrastructure. This paper assumes that local government, for the purpose of urbanization, optimizes the combination of two policies—preferential land rent and expenditure in public goods in a standard real option model. Our results reveal that, when taking into account of the agglomeration effects of city, the more companies to attract, the lower burden of land rent for companies and the more abundant capital available for urban public goods supplied by local governments. Our research conclusion will shed light on the policy design of local governments for urbanization.
