In order to use the marine resources properly , it is necessary to familiarize the properties of the sea and carry out classification of sea functions and division of the sea function area. The paper mainly deals with 1) the situation of the marine resources and environment , one concerns marine resources , and the other , distinguishing sea environment . 2) Division of the sea function area , including principles and the classification system for the division of the sea function area. Some 200 small function areas under 31 function types are divided for the sea area of shandong. They are then grouped into 5 major t ypes and 18 minor types , and form a classification system of 5 types and 3 classes. 3) Division of the sea leading function area. According to the principles of the division on the sea function area , the difference of the re sources and the environment in the sea areas and the location between the sea and the conti nent , sea areas of Shandong can be grouped into 10 leading function areas.
