对 “北京市政府购买社会力量助残服务”的思考 Reflections on “The Beijing Municipal Government to buy social forces assisting the service ” （栗智慧 北京物资学院） 摘 要：据第二次全国残疾人抽样调查显示，中国内地残疾人总数为8296万人，占总 人口的比例为6.3%，涉及2亿多个家庭，无论对于个人还是家庭，这都是一个有着 特殊困难、需要特殊帮助的群体。目前，我国的残疾人公共服务发展还处于初期 阶段，政府购买社会力量助残也刚刚起步。北京作为我国首都，它在社会事务中 的任何政策和决策都对全国有着指引作用。因此，本文旨在通过对北京市政府在 购买社会力量助残服务方面的政策实施和实践过程中存在的问题进行剖析，针 对问题提出进一步的意见和建议。这对促进我国发展政府购买社会力量助残服 务具有重要意义。 关键字：北京市；政府购买；社会力量；助残服务 Abstract:According to The Second National Sample Survey On Disability, a total of 82.96 million for the disabled people in mainland China , accounting for 6.3% per cent of the total population ,involving more than 200 million households, both for individuals and families, this is a group with special difficulties, need special help. At present, the disabled public service development is still at an early stage, the government purchase social force for the disabled has just started. Beijing as the capital of China, its any policy and decision making in social affairs have a guide role for the country. Therefore, this paper aims to the Beijing municipal government policies on social force assistive services implementation and analyzes the problems existing in the process of practice, Further comments and suggestions for the problem.This is of great significance to promote Chinas development of the government buy social force for the handicap service . Keywords: Beijing ；Government purchasing ；Social forces ；Handicap service 一、政府购买助残服务基本理论阐述 （一）政府——购买主体 政府购买是指各 政府购买物品和劳务的支出，它是政府支出的一部分。 政府购买服务即政府向社会组织购买公共服务（Purchase of Service Contracting， POSC），是指政府将原来直接提供的公共服务事项，通过直接拨11款和公开招标 方式，交给有资质的社会服务机构来完成，最后根据择定者或者中标者所提供的 公共服务的数量和质量来支付服务费用。 政府向社会力量购买服务的主体是各 行政机关和参照公务员法管理、具 有行政管理职能的事业单位。纳入行政编制管理且经费由财政负担的群团组织， 也可根据实际需要，通过购买服务方式提供公共服务。 （二）社会力量——承接主体 承接政府购买服务的主体包括依法在民政部门登记成立或经国务院批准免 予登记的社会组织，以及依法在工商管理或行业主管部门登记成立的
