上海电网节能减排的策略与实践

摘要：节能减排是“十一五”规划明确提出的约束性指标．电力工业是节能减排的重点行业。回顾了“十一
五”规划提出“节能减排”目标后，一系列相关政策和方案的相继出台；分析了上大压小、节能发电调度、发电
量置换等各种以节能减排为目标的策略和措施，对上海电网的发电、输电和用电环节在节能减排中的具体实
践经验进行回顾和总结。
关键词：上海电网；节能减排；上大压小；节能发电调度；发电量置换
