Firstly, form the sensitivity matrix of the blocked branch and multiply it to the generators regulating value. The result is equal to negative overload branchs overload value. So the linear equation restriction condition is formed. Then the dummy quote of dummy generator can be formed base on the quote graph. Finally the linear programming model is established using target function which considers the minimum equivalent system regulating fees increment and other restriction conditions. Solving this model can obstain the regulating value of the generator. This algorithm can eliminate the congestion faster, and avoid the shake phenomenon of eliminating congestion by the single line once a time. The IEEE-9 and IEEE-30 test samples have been shown the validity of the proposed method. Keywords Power market, congestio
