The hardship process of efforts from disorder to multi-department and expert coordinated innovation and to the confirmed legal position by the legislation of the State Council is also reviewed. The superiority of the system of scenic areas should be further recognized clearly and be promoted and developed in the upsurge of world natural and cultural heritage protection.
