作者在回顾总结了我国五十多年来的城市发展历程后, 认为城市发展有其自身发展规
律, 我国对城市发展的政策, 主要针对其规模, 不如提其为发展城市的政策同时, 将其纳入城
市规划法, 将其法定化, 亦有不妥之处因此,作者认为, 即使制定了新的城市发展方针或政策,
也不必将其纳入城市规划法,使其成为法定的城市发展方针或城市发展政策

Abstract:The author claims that cities have their own way to develop and grow, which can be proved by the
practice for more than half century since the establishment of Peoples Republic of hina. The previous princi
ples of urban development are not overall. but single clauses to curb the scale of urban growth. However, it was
embedded in the ity Planning Act in 1989when the act was officially enacted. It is indeed that hina needsto
curb the enlargement and sprawl of cities, especially the big cities, aiming to balance urbanization across the
country. It is not appropriate to bring it into the ity Planning Act any more even a further revision applies.
