论警察权力滥用的预防和避免 徐康国 摘要：警察权力滥用现象，虽然仅发生和存在于个别警察机关和少数警察人员身上，但其危害和后果却不容忽视非法定主体越权行事无视法定要件行使权力弄权渎职违反程序行使权力忽视人权保障自由裁量权。Abstract：Although the phenomenon which about the abusing of police power just only occur and exist in few police authorities and someone , the harm and consequences should not be overlooked ,for example, non-statutory body overstepping authority, ignore the legal requirements to exercise power, bill frist malfeasance, exercise of power against procedures, ignoring human rights, abuse of discretion, and so on. Therefore, we must find a variety of ways to prevent and avoid the abuse
