海事工業 意外個案及安全建議 第四十輯 掛 鉤 員 在 艙 內 調 整 櫃 腳 座 險 被 吊 放 下 來 的 貨 櫃 壓 死 香港特別行政區政府海事處 Cover Page English Title: Safety Pamphlet No. 40 A slinge r w as nearly killed by a lowering container w hile he was adjusting the stacking cones inside the cargo hold 引 言 香港是世界最繁忙的貨櫃港之一，涉及貨櫃處理的工業意外為數 較多。海事處過往印發多本關於貨櫃處理的工業意外個案，現編訂這本小 冊子，引述另一宗罕見的嚴重受傷個案。 個案中的信號員要站在甲板面吊機操作員視線範圍內，確實很難 看見正在艙內工作的掛鉤員。一個貨櫃吊放到艙內某棟貨櫃上的時候，一 名掛鉤員正在那棟貨櫃上整理櫃座。到了信號員聽聞呼叫而吊機操作員 停止吊放貨櫃的時候，放下的貨櫃與艙內那棟貨櫃的櫃頂相距僅有數 吋。被壓的掛鉤員幸而未被壓死，肋骨及盆骨卻已受到重傷。 意外的肇因是工序不適當，信號員和掛鉤員溝通不足所致，希望 船上起卸從業員遇上同樣工作環境時，特別留意工序和通訊 ，避免發生 同類意外。 1  Introduction  Hong Kong is one of the busiest container‐handling ports in the  world.    However, we also found that most of the accidents happened  in handling of containers.  Marine Department has published a number of safety pamphlets  on cases involved in container handling in the past. This pamphlet was  a rare case that caused serious injury to a slinger.  The signalman in this case was on deck and within the view of  the  derrick  operator.    At  that  position,  it  was  difficult  to  see  the  slingers  that  worked  inside  the  cargo  hold.    A  container  was  being  lowered  onto  a  stack  of  container  inside  the  hold  and  a  slinger  was  adjusting cones on that stack. When the signalman heard the shouts and  the  derrick  operator  stopped  lowering,  the  container  was  only  a  few  inches  above  the  stack.   Luckily  the  press  did  not  cause  fatal  injury  to  the slinger.    However, it caused serious injury to his ribs and pelvis.  Attention  for  persons  engaged  in  cargo  works  is  drawn  to  the  need  to  improve  communicati
