乡镇总体规划编制问题探究— 以上蔡县东岸乡为例 张学森 ? 字典 摘要：目前我省城镇化进程处于快速发展时期，新一轮小城镇总体规划修编工作正在各地紧锣密鼓地展开, 在土地资源供需矛盾日益突出的今天, 如何科学编制新一轮小城镇总体规划, 提高小城镇在产业结构的推动力及对农村人口的吸纳力等, 是落实科学发展观、促进全社会和谐稳定的一件大事[1]。由于新农村建设的快速发展, 许多小城镇在城乡一体化过程中总体规划过于粗糙, 对镇域现状的分析和研究深度不足，镇域规划中村庄整合和空间结构布局没有结合自身区位特点。本文结合上蔡县东岸乡的总体规划，对现阶段乡镇级总体规划中存在的问题进行了初步的探讨。 关键词：城镇化；总体规划；乡域 Exploring The Establishment Questions Of Small Towns Overall Plan - Take The Shangcai County Dongan Township As The Example Abstract: At present our province urbanization process in rapid development period, a new round of small cities and towns around the overall planning revision work is busy, in today's increasingly prominent contradiction between supply and demand of land resources, how to scientific establishment a new small town overall planning, improve the small towns in the driving force of industrial structure and to absorb the force of the rural population, is implementing the scientific concept of development, promote the whole social harmony and stability of a big deal. Due to the rapid development of the new rural construction, many small towns in the process of integration of urban and rural overall planning is too rough, analyzing the current situation of town domain and the research depth is not enough, village integration in town planning and space structure layout without combining with the characteristics of its location. Combining the overall planning,of Dongan township in ShangCai County current problems that exist in the overall planning has carried on the preliminary discussion. Key words: Urbanization；overall plan；small towns 乡镇级总体规划是总体规划的末级规划，开展小城镇总规修编既是实现小城镇经济跨越式发展的迫切需要, 也是加快小城镇发展的迫切需要。我国小城镇总体规划中镇域规划的内容主要包括村镇体系的等级、职能和规模及相应的市政公共设施规划。[2]镇域总体规划中对镇域自身的空间结构和地域性特色问题没有进入深刻分析和研究。镇域内村庄的整合与空间布局过于简单与程式化。没有根据东岸乡自身的特点做出合适的具有特色的规划。 1乡镇总体规划定位 1.1乡镇总体规划定义 乡镇总体规划是在乡镇区域内，根据国家社会经济可持续发展的要求和当地自然、经济、社会条件，对土地的开发、利用、治理、保护在空间上、时间上所做的总体安排和布局。通过土地利用总体规划，国家将土地资源在各产业部门进行合理配置，首先是在农业与非农业之间进行配置，其次在农业与非农业内部进行配置。因此，使用土地的单位和个人必须严格按照土地利用总体规划确定的土地用途使用土地[3]。乡镇总体规划为了实现一定时
