One publisher of e-book content has created a patron driven acquisitions model (PDA) that allows patrons to receive access to previously non-owned content where only those items really used by patrons are triggered for purchase by the library. Libraries, working with the e-book vendor, select between 20,000 to 40,000 titles that are added to their online catalog. What triggers a purchase is predetermined by the library, it can be anywhere from 5-10 interactions before the library purchases the e-book or 10 minutes of viewing or 10 page turns per user not including the Table of Contents or the index. So a patron can view the book just like they would a print book on the shelf but if they read it for 10 minutes or print a section of it, the library pays for it. In general libraries start this project using 10-20% of their budget. Once the predetermined amount is used up through patron initiated purchasing, the program stops and records for the e-books that were not purchased are withdrawn from the catalog. PDA is in its beginning stages and is still being developed n partnership with libraries. * My library belongs to the Orbis Cascade Alliance, which is a consortium of private and public institutions of higher education in Oregon and Washington. The Alliance has a core membership of 36 colleges, universities, and community colleges and serves a larger group of approximately 280 institutions in the Northwest. The major program areas include: 1. Summit union catalog with reciprocal borrowing: 433,117 items borrowed annually (FY08). 2. Courier service: one to two-day delivery of over 300,000 packages per year in Oregon, Washington, and Idaho. 3. Electronic resources: annual savings or increased access valued at $8 million each year. * Benefits: one transaction for publisher – the consortia gathers multiple buyers.
