城市安全 | 30 山地城市地质灾害防治规划思考防治与利用一体化* ： Thinking of Geological Disaster Prevention Planning in Mountainous Cities: Prevention and Utilization of Integration 赵万民李云燕　　　文章编号1673-8985（2013）04-0030-05 中图分类号TU981 文献标识码B 摘要为提高山地城市地质灾害防治工作的科学性，引导山地城市建设健康发展，通过对山地城市地质灾害及其防治现状概况的分析，提出了地质灾害防治与利用一体化的思路，并对一体化的思路进行了详细分析论证。论述了什么是一体化概念，为什么要进行一体化，以及一体化可实现的保障技术。从城市规划的角度，建构了从不同规划阶段和不同规划区域研究地质灾害治理与利用的一体化体系，提出山地城市地质灾害治理与利用一体化的策略。 Abstract In order to raise the scientific nature of the mountainous urban geological disaster prevention and control work, guiding the healthy development of mountainous urban construction. Based on the analysis of the current situation of geological hazards and their control, this paper provides thinking of geological disaster. The integration of thinking are analyzed in detail. Then discusses what the integration concept is, why we need to implement integration, and the security technology for integration which can be realized. From the perspective of urban planning, research system of geological disaster prevention and control and utilization of integration from different planning periods and different planning area are constructed, and geological disaster prevention and control and utilization of integration strategies are provided. 关键词地质灾害防治 | 一体化 | 策略 Keywords Geological disaster prevention and control | Integration | Strategies 0　引言仅仅是工程层面的，还应扩展到不同的规划阶随着我国社会经济的快速发展，城镇发段和不同的规划区域，才能从总体控制到建设展的骤然性和城镇化发展的跨越性[1] ，使得城设施，真正做到一体化。该研究是城镇用地发镇建设用地正日趋紧缺，不得不在地质灾害易展的全新领域
