Keywords: Civil Engineering;#160;construction supervision 中图分类号： TU71 文献标识码：A文章编号：2095-2104（2013） 监理工作是施工企业和施工项目的一个不可缺少的重要工作内容，工程监理贯穿于整个施工的全过程。随着我国建筑业的迅速发展和市场化程度的不断提高，中国的工程监理行业作为改革传统工程管理方式的一种专业化社会化的办法，为促进我国工程项目管理体制改革，提高我国工程项目管理的水平，保障工程建设的质量发挥了积极的作用。 一、土建工程项目监理的工作原则 原则是指观察问题、处理问题、行事所依据的准则。土建工程项目监理工作原则是在明确了监理的内容、范围、权利、义务和责任等前提下，依据国家法律法规以及有关技术规范、规程、标准和管理程序等， 对土建工程项目实施监督和管理， 以确保对工程进行质量控制、进度控制、造价控制和安全控制。具体监理过程中要遵循以下原则。 （一）符合性原则。根据土建工程项目的实际状况和特点、地质气象等环境条件、工程的实际规模和复杂程度来审查工程承包单位的实力和管理水平。审查时应执行国家的法律、 法规、技术规范、规程、标准和设计文件等规定的相关要求。 （二）全面性原则。土建工程项目是由众多分项目组成的一个系统工程，监理过程中不能忽视任何一
