万方数据 Research on Performance Audit of Special Agriculture Funds Ma Chunli 万方数据 万方数据 万方数据 中文摘要 近年来，随着社会主义新农村建设步伐的加快，中央和地方财政用于农业的 支出也逐年增加，这些资金的投入对提高农民收入、改善农村基础设施等发挥了 重要作用。但是农业专项资金的使用和管理还存在诸多问题，如立项环节缺乏科 学决策、项目效益差、效率低、一个项目以多个名目重复申报或一个项目多个部 门申报等问题依然比较突出，这些问题如果得不到根本解决，政府投入农业的专 项资金就不能发挥应有的效应，造成国家专项资金的浪费。因此，如何科学、合 理地引导农业专项资金的投入和使用，保证投入农村的专项资金使用的经济性、 效率性和效果性，已成为社会主义新农村建设中的一项重要工作。我国传统的审 计模式以真实性、合法性为主，无法揭示财政资金在绩效方面存在的问题。因此， 开展农业专项资金绩效审计十分必要和迫切，它不仅能提高农业专项资金使用的 效率和效果、遏制重复扶持和浪费，同时也对提高政府威信，增强审计监督权威 性，具有积极的现实意义。 本文以公共产品理论、现代公共财政理论、公共委托责任理论为基础，对农 业专项资金绩效审计和其他专项资金绩效审计的相关概念及异同点进行了辨析， 分析了我国农业专项资金绩效审计现状并揭示了其存在的问题，将政府绩效审计 的基本思路和方法具体运用到农业专项资金的绩效审计中，初步提出了我国农业 专项资金绩效审计的基本思路和农业专项资金绩效审计框架，同时以甘肃省安定 区马铃薯产业农业专项资金为例进行了农业专项资金绩效审计案例分析，最后提 出推进我国农业专项资金绩效审计发展的对策建议。 关键词：农业专项资金 绩效审计 研究 I 万方数据 ABSTRACT In recent years, along with the speed up pace of socialist new rural construction, the central and local fiscal expenditure for agriculture also increase year by year. The fundsplay an important role for improving farmers income and rural infrastructure. But the use and management of agricultural special funds still exist many problems, such as lack of scientific decision-making project link, poor project benefit, low efficiency, a project with multiple names repeated declaration or multiple departments to declare a project, which are still outstanding. If these problems cant be solved, the government in agricultural special funds can’t play their effects, resulting in wasted country special
