On the one hand, since the 21st century, the urbanization rate increased year by year, but the existing infrastructure of public products and services such as per capita level is still very low. Public products and services supply lags behind not only cause serious damage to human health, hinder the improvement of the quality of life, and threaten social stability and sustainability of economic development. Accelerating urbanization construction, on the other hand, has to bring huge financial burden on the local governments at all levels. Budget impact on investment in fixed assets is becoming more and weaker. The financial burden of the government at all levels more and more serious. And in the face of serious and urgent problem, many scholars and officials say, it is necessary to introduce the main body of the other to assist governments to provide public products and service, and attract multiple capitals involved in the infrastructure construction.
