摘 要 摘 要 自 1992 年党的十四大明确提出建立社会主义市场经济体制的目标以来，我国的市 场经济不断地完善和发展，社会生产力不断提高，公共财政体系也在不断地发展和完善。 公共支出是政府履行其经济职能和社会职能的主要方式，随着我国财政体制的不断改革 和完善，中央和地方的财政支出规模和项目不断优化。政府公共产品和公共服务的供给 和保障能力不断加强，支出结构方面也更加向民生等公共服务领域倾斜。河北省作为东 部的重要省份，其公共支出的规模不断增长、公共支出结构不断地呈现变化趋势，但规 模的增长速度是否是最优速度，公共支出结构变化是否合理，对此问题的探讨具有重要 的理论意义和实践意义。 本文对河北省公共支出进行了深入分析，论文从选题的背景和意义开始论述，描述 了国内外公共支出的研究现状，介绍了公共财政、公共支出以及政府职能的相关理论， 从相对规模和绝对规模两方面分析了河北省公共支出的规模，在介绍了绝对指标和相对 指标的基础上，对公共支出的规模进行了定量分析，并介绍了公共支出规模的影响因素。 文章对河北省公共支出的结构变化进行了分析，按照公共支出预算是的分类标准， 分析了以一般公共服务支出、公共安全支出、教育支出、社会保障和就业支出、医疗卫 生支出以及农林水事务支出为主的公共支出结构的变化，并分析了影响公共支出结构变 化的因素。 本文通过河北省的公共支出的规模结构与全国地方公共支出的平均规模和结构的 对比，得出了河北省公共支出水平的规模相对较小，支出结构不断向适应市场经济的方 向发展的启示，最后文章探讨了完善河北省公共支出水平的建议。提出了加大地方政府 公共支出的规模；转变财政支出偏好，优化政府公共支出的结构；加强财政监督管理， 提高地方财政公共支出的效率等三方面的政策建议。最后文章对优化河北省公共支出水 平提出了结论性建议。 关键词 公共财政 政府职能 公共支出 财政监督 I Abstract Abstract Since the establishment of the socialism market economy by the fourteenth conference of the P.R.China in 1992, China’s market economy has been improved and developed, the social production and the public fiscal system has been increasingly improved.
