在推进国家语言战略中塑造战略语言 在推进国家语言战略中塑造战略语言 北京航空航天大学战略问题研究中心教授 张文木 （本文主要内容刊发于《马克思主义研究》2011年第3期） 目录 一、语言学进入中国国家战略视野 二、语言是大国博弈的战略工具 三、语言张力与民族命运息息相关 四、语言进化规律及其在中国的运用 五、塑造中国国家战略语言 附录：如何塑造“国家战略语言”——与《塑造中国的国家战略语言》一文商榷 【内容提要】语言研究是马克思主义研究中的重要内容，更是大国博弈的重要武器。文章谈了五个问题：一、语言学进入中国国家战略视野；二、语言是大国博弈的战略工具；三、语言张力与民族命运息息相关；四、语言进化规律及其在中国的运用；五、塑造中国国家战略语言及其建议。笔者认为，语言从族群语言和地区方言进化为公民通用的国家语言，是语言从自在阶段进入自为阶段的重要标志，也是民族语言进化的一般规律。笔者建议，在国家语言层面，将“国家通用语言”即“国语”语境中的“汉语”与族群语境中的“汉语”分离开来，在保留族群语境中的“汉语”概念前提下，将目前事实上起着国语作用的“汉语”的概念，进一步推进并提升为“中国语”的概念，以此为起点塑造其国家地位高于族群语言和地区方言的国家战略语言。大力推进国家语言战略，塑造具有主体地位的国家战略语言，这对进入新时期、新阶段并面临新的挑战和机遇的中国无疑具有重要而紧迫的意义。 Abstract: Language study is not only an important part of the Marxist studies, but also the important weapon of game used by great powers. The thesis mainly deals with the five issues: first, the entry of linguistics into the horizon of China’s national strategy; second, language as the strategic instrument of game used by great powers; third, the close connection of the resilience of language with nation’s fate; fourth, the law governing language evolution as well as its application in China; fifth, suggestions for shaping China’s national strategic language. The author argues that the evolution of language from dialect to national language is both the important sign of transition from self-being stage to self-making stage and a general law governing the national language evolution. He proposes to differentiate between the Chinese in the context of national language and the Chinese in the context of the ethnic dialect. On the basis of preserving the “Han dialect”or mandarin, we should push forward and lift the concept of Chinese playing the role of national language, and thereby shaping the national strategic language which exceeds all the dialects. To shape the national strategic language is of great importance and urgency for China which confronts new challenges and chances in the new period of the new century. 【关键词】语言、国家通用语言、中国语、战略语言、大国博弈 作者张
