DRAFT RESOLUTION HEADING The title should be centered in capital letters, above the main body of the resolution. The title can be as simple as “Draft resolution,” or more specific if you prefer. A draft resolution can be submitted to the Director only when it has obtained a certain number of sponsors and signatories (together reaches the number of 20% of the counties present). Sponsors of a draft resolution are the principal authors of the document and agree with its substance. Signatories may or may not agree with the substance of the draft resolution but still wish to see it debated. On the left margin and two lines below the title should be: (1) The committee name; (2) The topic addressed by the resolution ; (3) The sponsors and signatories of the resolution (which will be blacked out before the resolution is copied). BODY The resolution is written in the format of a long sentence, with the following rules: The resolution begins with “The General Assembly,” for all GA committees, and with “The Economic and Social Council,” for all ECOSOC committees. The other committees and the Specialized Agencies use their own names as the introductory line. The rest of the resolution consists of phrases and clauses with the first word of each phrase/clause underlined.  The next section, consisting of Pre-ambulatory Phrases, describes the problem being addressed, recalls past actions taken, explains the purpose of the resolution, and offers support for the operative clauses that follow. Each clause in the preamble begins with an underlined word and ends with a comma (note that perambulatory phrases cannot be amended).  Operative Clauses are numbered and state the action to be taken by the body. These clauses all begin with present tense active verbs, which are generally stronger words than those used in the Preamble. E
