签派放行差错的分类研究 邓 豪( 中国国际航空股份有限公司运行控制中心西南分控中心 计划监控室，成都 610202)摘要: 采用案例分析和建立模型的方法，侧重于指出签派作业的工作程序和制度的不足。在这个过程中，对搜集到的国内各主要航空公司的签派作业案例进行归类分析，不光关注差错发生的直 接原因 － 人，更重要的是关注差错发生背后的制度问题，最后从人为因素和班组资源管理两方面 提出建议和改进措施以减少签派工作的差错。关键词: 签派放行; 班组资源管理; 人为因素; 差错中图分类号: F562文献标志码: Adoi: 10． 3969 / j． issn． 2095 － 1248． 2013． 04． 019Study on classification of flight dispatching errorsDENG Hao( Flight M onitoring Office of Southw est Sub-control Center，Operation ControlCenter，Air China Limited，Chengdu 610202)Abstract: With the rapid development of China's civil aviation industry ，the fleets of airlines as w ell as thedensity of flights constantly expand． As it plays a most important role in Airlines Operation Control Centre，the Flight Dispatching is facing increasing pressure． Flight delays，alternates or returns caused by false dis-patching put an impact on the operation efficiency of airlines，low ering the service level of the entire avia-tion industry ． This paper attaches importance on the unreasonable w ork on procedures and systems of dis-patchingapplying the methods of case study and model-building ． and classifying the dispatching cases of themain domestic airlines，w hich not only focuses on the direct cause of errors-human，but also on the systembehind the errors． At the end of this paper，suggestions and corrective actions have been put forw ord from theaspects of human factor and crew resources management to cut dow n the dispatching errors． ．Key words: dispatching ; crew resources management; human factors; error航班和浪费公司资源的直接原因［1］。随着我国民航运输业的迅猛发展，飞 行 签 派 员作为组织航空器飞行并进行运行管理的主体， 在航空公司运行保障中的作用越来越重要。研究 飞行签派员的素质及人为因素，打造一支适应现 代航空管理技术发展需求的、拥有过硬心理素质 的飞行签派员队伍是航空公司的当务之急。世界各国一直致力于研究 民航人为因素问 题。如 1990 年 J． Ｒeason 教 授 提 出 了 Ｒeason 模 式［2］，把差 错 分 为“显 性 差 错”和“隐 性 差 错”两航空公司运行控制中心的放行、控制等管理工作对保障航空公司安全、正点和取得好的经济 效益具有重要的作用，优良的运行管理给航空公 司带来的不仅仅是安全和效益，更有市场竞争力 和公司服务品牌的持续发展力。目前，在公司的 实际运营中对航空器的签派放行存在一些漏洞与 不足，运行管理的现状不尽如人意。分散的管理 模式，落后的管理水平严重阻碍了运行管理在保 证飞行安全、航班正点和运行效益方面的作用，有 时航空公司管理的失误就是导致飞行事故、延误收稿日期: 2013 －
