In practice different level governments with different services requirements as the grass-root organization with the largest number towns ,is responsible for building service government centered by serving “farmers agriculture countryside” .Either small r or major matter is also important to town government .In accordance with unclear function-definition and direction the essay points out ,in the post-tax times the government with high-efficiency and good coordination should be built through. transferring town-government functions innovating management ideas ,realizing governmental responsibilities.
