摘 要随着国民经济的迅速发展，我国的汽车数量越来越多。虽然我国政府在基础设施的建设上加快了速度，高级公路、停车场越来越多，但与之相配套的道路、车辆管理系统却显得相对滞后，仍停留在以人工管理为主的水平上。因此利用现有的交通基础设施来进一步科学、高效的挖掘城市交通容量能力是一种有效的方式。车牌识别技术的重要研究课题计算机视觉和模式识别技术在智能交通领域的应用之一。其目的是无需安装其他车辆专用设备，在不改变车辆的运动状态下实现对车牌的自动识别，从而为自动管理交通系统提供了极大的方便。因此智能车牌识别系统是推进交通管理智能化的关键技术之一。针对在低分辨率和复杂的现实环境中，车牌识别系统的识别率较低的问题，利用车牌的几何特征，采用了全局直方图均衡的图像增强算法和图像二值化的方法，将图像的灰度动态范围进行拉伸，增强图像纹理的对比度，使车牌的识别率得到较大的提高。为设计智能车辆管理系统中的车牌的识别和提取了一种方案。关键词：图像增强；低分辨率图像；字符分割；字符识别AbstractWith the rapid development of domestic economy,the number of vehicles has increases quickly. More and more money into roads, highways, parking lots roads with a driver moves farther and parking space; however, as an important part of the transportation system, management does not follow the steps of the hardware construction, almost everything done by humans.To utilize the convenience of modern transportant,a way shou be found to make good use of the existed transportation constructions.License Plate Recognition is one of the research subjects in which the technology of computer vision and recognition applied.The purpose of licence Plate Recognition is to realize the automatic vehice supervising without other special equipment.So the automatic management of traffic system will be much more convenient.This system is one of key in advancement in traffic system.For the problem of low resolution and complex reality, taking into account the low recognition rate of geometric features license plate license plate recognition system problems, we use image enhancement algorithms and global histogram equalization pulling column difference image brightness dynamic range expansion and enhancement of texture the contrast makes the license plate recognition rate is greatly improved.
