It is pointed out that tectonic stress is an important factor for controlling migration of oil and gas. Formation and development of fracture are closely related to tectonic stress. On the bases of tectonic stress measurement，three dimensional stress field is modeled by using finite element method in Liaohe oil field. It is shown that oil and gas are migrated from high stress area to low stress area ，and the low stress area is favorable for the formation of oil field. Fractures are predicted by using criterion of Griffith and criterion of Navier-Coulomb ，respectively. Favorable area for oil exploration is pointed out.
