However, due to various reasons, making the existing infrastructure of public products and services such as per capita level is still very low. Public products and services supply lags behind not only cause serious damage to human health, hinder the improvement of the quality of life, and threaten social stability and sustainability of economic development. Accelerating urbanization construction, on the other hand, has brought the governments fiscal tremendous burden. And in the face of serious and urgent problem, it is necessary to introduce the main body of the other to assist governments to provide public products and service, and attract multiple capitals involved in the infrastructure construction. The supply of public products and services that a new kind of way is forming, this is a public-private PPP mode.
