第 2 卷第 2-4 期 现 代 林 业 Vol.2, No.2-4 2008 年 12 月 JOURNAL OF MODERN FORESTRY Dec., 2008 退耕还林政策执行偏差及其矫治 张 勇 （北京大学政府管理学院，北京100871 ） 摘 要 ：为给退耕还林政策的进一步顺利实施提供思路，该文在阐述退耕还林政策主要内容的基础 上，重点论述了退耕还林政策在执行过程中存在的种种偏差，详细分析了偏差出现的原因，并提出 了科学统筹、民主规划、适度放权、循序渐进，推广参与式方法、提升参与层次、调动农民积极性， 以及加强政府自身改革、保障公民参与权益等具体的偏差矫治原则和方法。 关键词 ：退耕还林，政策执行，执行偏差，矫治 Executing errors of the Converting Cropland to Forestland Project policy and the correction Zhang Yong (School of Government Peking University, Beijing 100871) Abstract: In order to provide ideas for carrying out the policy of Converting Cropland to Forestland Project successfully, based on the review of the principal contents of the Converting Cropland to Forestland Project policy, it was mainly discussed that the errors on the execution process of the policy, and the reasons leading to the errors. To correct the errors and provide the ideas for further successful implementation of the Converting Cropland to Forestland Project policy, three principles and methods were proposed as below. The fiest was scientifical coordination, democratic planing, delegating part of power to local official, gradually implementing of the Converting Cropland to Forestland Project policy. The second was arousing the farmers enthusiasm to the project through taking participant in the process of the policy implement and enhancing the involvement level. The last was strengthen the government reforming themselves, guaranteeing farmers
