国际大都市保障性住房的空间区位及政策研究——以北京市为例沈昊婧（北京大学城市与环境学院，北京100871）摘要：北京于2009年提出建设“世界城市”的目标，作为承载着近2000万常住人口的国际性大都市，北京在发展中面临着严峻的住房及交通拥堵问题，保障性住房建设及其合理空间区位选择是在有限资源约束下解决该问题的重要途径。但经过近几年的发展，目前北京保障性住房在区位选址方面存在一定的“空间不匹配”现象，本文首先系统分析伦敦等四个世界城市保障性住房政策体系和空间区位特点，并在此基础上通过实地调研和访谈等方式对北京3个大型保障性住房社区进行案例研究，进而从职住空间匹配、基础设施、与商业住房耦合的角度，提出了保障性住房空间区位选择的一般标准，以期对保障性住房区位选择理论研究有所补充，同时结合北京住房保障政策的实际提出可资借鉴的政策建议。关键字：世界城市；保障性住房；空间区位；保障性住房政策体系；国际经验The Study of International Metropolis’s Indemnificatory HousingSpacial Location and Policy: A Case Study in BeijingSHEN Hao-jing1(Department of Urban and Regional Planning, Peking University, Beijing 100871)Abstract: Beijing, bearing nearly 20 million permanent population, proposed to build “Global City” in 2009. Now Beijing is facing severe problems, such as housing shortage, traffic congestion in its development. Especially in the case of resources limited, the construction and reasonable spatial location choice of indemnificatory housing is an important way to solve these problems. But after years of development, indemnificatory housing in Beijing still have the phenomenon of “Spatial Mismatch”. This paper first systematically analyzes the indemnificatory housing’s policy system and spatial location characteristics of four global cities. And then, this paper takes three large-scale indemnificatory housing communities for case study through field research and interviews research. Follow that, this paper proposes the general standards of indemnificatory hosing location choice from special matching, infrastructure, and coupling with commercial housing.
