中 文 摘 要在我国，资源型城市经过几十年的发展，已有越来越多的资源型城市转变 为资源枯竭型城市。资源型枯竭型城市在发展过程中，都面临着城市经济衰退， 失业率居高，环境污染严重等问题。资源枯竭型城市今后该如何发展，走什么 样路道路，才能摆脱现有困境，实现城市经济的“复苏”，是当前一个迫切需要 解决的问题。因此，对资源枯竭型城市转型问题的研究意义重大。本研究在前 人研究的理论基础上，以旅游业在资源枯竭型城市中的发展为切入点，探讨了 旅游业在资源枯竭型城镇经济转型中作为支柱产业的可能性，并通过对可可托 海的实证分析，提出了可可托海向旅游业转型的思路与措施。本研究先对相关基础进行了研究，对国内外研究现状进行了梳理与评述。 在此基础上展开理论研究，根据支柱产业选择理论、资源枯竭型城市支柱产业 的选择标准、并结合旅游业产业特性通过比较分析，理论验证了旅游业可以作 为资源枯竭型城市的支柱产业，在理论研究的支持下再对个体实例进行研究， 首先对可可托海镇的概况进行介绍，总结出可可托海发展面临的问题，指出可 可托海镇转型的必要性，再通过对可可托海旅游产业条件的分析与数学模型验 证，得出可可托海向旅游业转型的可行性与旅游业可作为可可托海镇替代支柱 产业的结论，最后从路径选择、目标地位、思路与策略、发展布局与功能分区 等方面对可可托海旅游业开发进行了构想。 关键字：资源枯竭型城市；转型；旅游业；支柱产业IAbstractIn China, resource-based cities after decades of development, has been more and more resource-based cities into resource-exhausted city. Resource-based resource-exhausted cities in the process of development, face the citys economic recession, the unemployment rate high, serious environmental pollution and other issues. Resource-exhausted city future development, how to go what way road, to get rid of the existing predicament, realize the urban economic recovery, is an urgent need to solve the current problem.
